As a German resident (and native german speaker) I am glad I can tell
you this is not true. The "STOPP"-sign you see on www.saout.de actually
is part of a campaign _against_ governmental web page blocking efforts.
You can find the contents of saout.de when you scroll down :)

Regards, Heiko

In case you are interested, the sign (roughly translated) says: "Your
Webbrowser is trying to access a page associated with liberty and human
rights. Human rights are indestructable and guaranteed by the
constitution. Censoring websites is a start on the path to
non-democratic states such as China. STOPP! If you are against
violations of your human rights, contact your member of parliament or
pour some gasoline over yourself and light it in front of the
Reichstagsgebäude in Berlin. It is also your job to search and fight for
freedom."
